ASPA EXECUTIVE DIRECTOR SELECTED AS ASAE FELLOW
Antoinette Samuel, ASPA’s executive director, joins a select group of association leaders who have been chosen to serve as ambassadors and role models in the association community. Samuel, along with four other leaders makes up the 2012 Class of Fellows.
“I am humbled by the selection and so honored to represent our community,” said Samuel. “I am also excited about the opportunity it presents to reach out to other leaders, to communicate our importance to new audiences and to promote our profession.” Samuel has served as ASPA’s executive director for eight years and has more than 20 years of combined experience in executive association management and public service.
“The ASAE Fellows program is an honorary recognition bestowed upon less than one percent of ASAE’s membership, representing the best of the association community. The 2012 Class of Fellows is made up of committed association leaders, and it is my pleasure to welcome them to the Fellows community,” explained Stacy Tetschner, chair of the Fellow’s Selection Committee.

The 2012 Fellows join 234 association industry professionals to receive this designation since the program's inception in 1986. The Fellows serve as role models and ambassadors for the association community and seek out opportunities to serve on boards and committees, and by participating as speakers, authors, reviewers, and mentors.
The Fellows selection process includes endorsement by a peer; an in-depth application describing the individual's innovation, leadership, and commitment to the profession; an interview with a member of the selection committee; and selection from among a group of highly-qualified candidates.
ASPA 2012 Conference Draws 1,200 Public Servants to Las Vegas
ASPA’s 2012 Annual Conference drew more than 1,200 public servants to Las Vegas to participate in five days of workshops, panels and discussions about the changing relationships between nonprofits, individuals, civil society and the public sector.
In the wake of a slow recovering economy and shifting landscapes for state and local governments, more than 400 experts led daily sessions for public administrators, nonprofit managers and employees, students and scholars that examined new roles for public servants, citizen engagement as well as the challenges facing government. The conference theme ‘Redefining Public Service through Civic Engagement’ played an integral part in presentations, lectures and daily sessions.
In addition to the daily sessions, attendees also heard from ranking scholars and public officials about the current state of affairs. Dr. Walter Broadnax, luminary in the field of public administration and management, presented the Elliot Richardson lecture. During his presentation, Dr. Broadnax gave an intimate and inspiring recollection of his experience as president of Clark Atlanta University offering advice on overcoming challenges as an administrator.
Justin Johnson, Deputy Chief of Staff in the Office of Personnel Management (OPM), shared with attendees the ongoing organizational changes taking place within OPM to improve federal hiring and open the pipeline for young professionals. Mr. Johnson replaced OPM Director John Berry who could not attend due to unexpected illness.
In a first, ASPA featured two speakers for the Donald C. Stone Lecture, one of whom made the presentation via Skype. Dr. Camilla Stivers and Dr. Cheryl Simmrell King stimulated listeners with a presentation focused on the changing definition of citizen engagement.
In its 73rd year, the ASPA Annual Conference is the largest and most comprehensive gathering of public administration professionals. It attracts public servants from the local, state and federal level, nonprofit executives and professionals as well as international experts. And has also drawn exciting and high profile individuals who have shared knowledge of their experience and the role of public servants, including the former Secretary of Energy for Mexico Ignacio Pichardo Pagaza and Commissioner of Georgia Michael Thurmond.
ASPA also recognizes the contributions and work of numerous individuals during the conference. Each year, ASPA presents the National Public Service Awards, the only award that recognizes public service practitioners across all sectors of government. This year, the NPSA was presented to individuals in nonprofit, local, state, and federal government.

Allan Rosenbaum will assume the office of vice-president in 2012. The student representative will serve a one-year term and all other members will serve three year terms. All of the new officers will be sworn in during the Annual Conference in March.
ICPA SEEKS PROPOSALS
Brazil, Russia, India, China—widely identified as a grouping of countries identified by the acronym BRIC—are often pointed to as emerging super states that are rearranging the world order. With 43 percent of the world's population and economies that have been resilient during much of the world downturn over the past decade, the BRIC countries have risen with startling speed and are quickly becoming influential actors in world affairs. The BRIC phenomenon raises many questions about the role and significance of public administration in the success of these countries.
Papers and proposals for identifying and meeting these challenges and opportunities are welcomed. Case studies, survey research, best practices, and comparative analyses between and among countries are especially solicited. We are especially receptive to proposals that focus on the sub-themes listed but would encourage submissions that bring new ideas and innovative practices to any aspect of the overall conference theme.
