Service to America Medal Nomination Period Now Open! |

The Partnership for Public Service is proud to announce that the 2010 Service to America Medal (Sammies) nomination period is now open. America loves heroes, and our nation is fortunate to have an abundance of them. But most of these heroes never appear on television or in the paper. They simply go about their lives and work with an uncommon selflessness and without fanfare. Of all the unsung heroes who are making our country stronger, some of the most remarkable are the ones who work for it—America’s federal employees.
The Award categories include: Call to Service, Career Achievement, Citizen Services, Homeland Security, Justice and Law Enforcement, National Security and International Affairs, and Science and Environment. The recipients of the Service to America Medals are publicly announced and honored each fall at a gala celebration in Washington, D.C. Winners also receive cash awards from $3,000 to $10,000.

Best Dissertation Award Seeks Nominations |

The Best Dissertation Award Selection Committee for the Public and Nonprofit Division of the Academy of Management requests nominations for the 2010 Best Dissertation Award. Only dissertations defended January 1, 2009-December 31, 2009 are eligible for this award. Sponsored by Jossey-Bass publishers, the award will be announced at the Academy of Management Annual Conference, August 6–10, in Montreal. The prize will consists of a plaque, $250 in books from Jossey-Bass, and a $100 check from the Division. All nominations must be postmarked by February 28, 2010. ASPA’s 2010 Annual Conference, Invigorating Public Service for Change, will be held April 9-13 in San Jose, CA at the San Jose Fairmont. ASPA is pleased to announce that registration is open for the conference. To register for the conference, click here.

| Cultural Competency for Public Administrators Seeks Manuscript Submissions |

Kristen Norman-Major, Ph.D. of Hamline University and Susan T. Gooden, Ph.D. of Virginia Commonwealth University are seeking manuscript submissions from academics, professionals, and practitioners for publication in a forthcoming edited volume, Cultural Competency for Public Administrators (M.E. Sharpe, publisher). This book is intended as a resource for academics and practitioners who are implementing cultural competency in the administration of public services. Regardless of the specific focus, all contributors must focus directly on cultural competency, as opposed to other related terms such as diversity, social equity, and/or representative bureaucracy. The edited volume includes a focus on four key areas: Culturally Competent Agencies, Culturally Competent Public Servants, Cultural Competency in Action, and Educating for Cultural Competency.
Individuals interested in submitting a manuscript, should first submit a one page prospectus by February 15, 2010. Selected authors will be notified by March 15, 2010. Full manuscripts are due June 1, 2010. Does Autoenrollment Affect Employer Contributions? (Series/Older Americans' Economic Security)

Automatic enrollment, a 401(k) feature that enrolls employees as soon as they become eligible, is growing in popularity because it has been shown to significantly increase pension participation rates. However, higher participation rates increase costs for employers that match employee contributions. This brief evaluates the extent to which firms adjust their 401(k) contributions to offset the higher costs associated with automatic enrollment. We find that employer match rates are 7 percentage points lower among firms with autoenrollment than among those without it, suggesting that automatic enrollment may not promote retirement savings as effectively as some advocates have claimed.
What Would Health Care Reform Mean for Small Employers and Their Workers? (Policy Briefs/Timely Analysis of Health Policy Issues)

Small employers face significant challenges in providing health insurance to their employees. This paper reviews these barriers to purchasing coverage and examines the implications of the House of Representatives' and the Senate leadership's health care reform bills for small firms and their workers. Health insurance exchanges, insurance market reforms, and subsidies for the low-income can be expected to produce substantial improvements in the ability of small employers and their workers to obtain affordable coverage. In addition, the authors demonstrate that neither bill imposes substantial new financial burdens on small businesses.
