Federal Leadership Awards (presented at the Annual Federal Leadership Conference)

  • Distinguished Federal Leadership Award: for elected or Presidentially-appointed federal officials who exemplify and promote excellence in government management and have demonstrated outstanding leadership in enhancing sound financial management legislation, regulations, practices, policies and systems
  • Elmer Staats Award: for federal professionals who exemplify and promote excellence in government, outstanding leadership, high ethical standards and innovative management procedures
  • Andy Barr Award: for financial executives in the private sector who exemplify and promote excellence in government, outstanding leadership, high ethical standards, and innovative management techniques

National Awards (presented at the Annual Professional Development Conference and Exposition)

  • Frank Greathouse Distinguished Leadership Award: for government employees who have demonstrated sustained outstanding leadership and notable contributions to financial management, and to encourage increased interest, growth, development and distinctive leadership in the field of financial management
  • Achievement of the Year Award: for leadership or outstanding achievement in developing, implementing and improving financial management in government service in the past year
  • Education & Training Award: for individuals who have made significant contributions to the education and training of government financial managers
  • Research Achievement Award: for individuals/organizations who have contributed significantly to the advancement of governmental financial management by conducting a research project
  • Cornelius E. Tierney/Ernst & Young Research Award: for individuals who throughout their careers (minimum of 15 years) have made continuous contributions to governmental financial management by their direct participation in research activities and/or through their encouragement and support of others engaged in governmental financial management research

State & Local Government Leadership Awards (presented at the Annual State & Local Government Leadership Conference)

  • Excellence in Government Leadership Award: for state and local government professionals who exemplify and promote excellence in government, outstanding leadership, high ethical standards and innovative management procedures
  • William R. Snodgrass Distinguished Leadership Award: for state government officials who exemplify and promote excellence in government financial management and who have demonstrated outstanding leadership in enhancing sound financial management legislation, regulations, practices, policies and systems
  • Distinguished Local Government Leadership Award: for local government officials who exemplify and promote excellence in government management and have demonstrated outstanding leadership in enhancing sound financial management legislation, regulations, practices, policies and systems
  • Private Sector Financial Excellence Award: financial executives in the private sector who exemplify and promote excellence in State or local governmental financial management, outstanding leadership, high ethical standards and innovative management techniques

Common Cause Public Service Achievement Awards

These awards are presented in honor of individuals "who by force of imagination, initiative and perseverance have made outstanding contributions to the public interest in the areas of government performance and integrity."

Council of Former Federal Executives (COFFE) Award for Post-employment Excellence in Support of Public Service

The Council of Former Federal Executives is a group of former federal executives fortunate to have among its members some of the most accomplished and innovative thinkers and doers to come out of the public service. We have banded together to actively promote and support a responsive administration of the federal government and to actively contribute to fostering, preserving, and improving the Federal Career Service so that it will attract high quality men and women committed to excellence in public service.

Purpose: This award has been established to recognize annually a former federal executive who after leaving the federal service has distinguished himself/herself by a sustained outstanding contribution in furthering effective public service.

Nominations: Nominations should be submitted using the following format:

  1. Post employment activity in support of public service
  2. Approximate time period of each activity cited
  3. Challenges faced in doing each activity
  4. Concrete results from the nominee's involvement in each activity
  5. Name, telephone number, and email address (if known) of a person who has firsthand knowledge of any or all of the nominee's contributions

Nominations are limited to two pages with no more than five pages of supporting documents

Criteria: Nominees will be judged on:

  1. The type of contribution(s) toward a more effective public service and/or more accurate public perception of effective government performance benefiting citizens.
  2. The scope and impact of the contributions.
  3. The time, effort, and creativity of the contribution(s).

Selection: A committee of COFFE members will review the award nominations ranking the top five for final selection by the COFFE Board of Directors.

The Award: The award is a distinctive plaque and a cash contribution to the charity of the awardee's choice.

Presentation: We will seek to have a member of Congress from the winner's resident area present the award. Press will be invited and a press release will be issued by COFFE.

Council of State Governments Innovations Awards Program

CSG's Innovations Awards Program was established in 1986 to bring greater visibility to exemplary state programs and policies and to facilitate the transfer of those successful experiences to other states.

E-Government Award

The Council for Excellence in Government is launching a new "e-government" competition. The Council will seek applications from students, business people, researchers, government employees and other citizens for new applications, new technology, and new ways that government can serve and connect with citizens electronically. A top prize of $50,000 will be awarded for the most innovative proposal to advance e-government that is user-friendly, accessible, cost-effective, secure, and protects the privacy of citizens' personal information.

Each year the National Center for Public Productivity (NCPP) announces its annual call for applications for the Exemplary State and Local Awards Program (EXSL).

Federation of Government Information Processing Councils Awards

    John J. Franke Professional Service Award: The award is presented annually by the Federation of Government Information Processing Councils in memory of the late Director of the Federal Quality Institute, USDA, Asst. Secretary for Administration, and longtime FGIPC advocate, to an IT professional who most exemplifies Franke’s professional and personal attributes, including: the achievement of measurable productivity benefits and improved levels of service delivery; the development of programs and/or projects which contribute to the education and training of IT professionals in the private sector; increased efficiency and effectiveness in IT operations; and volunteering personal time and efforts to recognized IT organizations.

    Intergovernmental Open Systems Solutions (IOSS) Awards: The Federation of Government Information Processing Councils sponsors the IOSS Awards Program. The program was established to demonstrate the application of technologies across federal, state, and local governments, enabling government to be more responsive to the growing information needs of its citizens, regardless of economic or disability status.

Good Housekeeping Award for Women in Government

Each year, Good Housekeeping magazine and the Center for American Women and Politics (CAWP) honor eight women in government - elected or appointed officials, career civil servants, or members of the military - whose work exemplifies how government improves people's lives. The top winner receives $25,000 and seven other winners receive $2,500.

New for 2002, the Wyeth/Ayerst-Good Housekeeping Award for Women's Health will carry an award of $25,000 for a woman in government whose work centers on women's health. This award will specifically highlight a woman in government whose program or achievement advances the status of women's health.

Innovations in American Government Program

The Innovations in American Government awards are intended to draw attention to exemplary achievements in government problem-solving and to amplify the voices of public innovators in communicating their practices. The Kennedy School of Government at Harvard University develops instructional materials based on the contributions of award-winning innovations to the art of creative problem solving in the public sector.

International Innovations Awards Programme

The International Innovations Awards Programme, sponsored by the Commonwealth Association of Public Administration and Management (CAPAM), promotes and supports new initiatives in government reform. The unique international programme provides countries with fresh and different perspectives on public service delivery -innovations which can be applied in varying environments.

Morris & Gwendolyn Cafritz Foundation

The annual Morris & Gwendolyn Cafritz Foundation Awards Program for Distinguished DC Government Employees is looking for outstanding nominees. The program is designed to recognize and reward outstanding performance and exemplary service by DC Government employees. Five winners will be awarded $7,500.00 each.

All full-time DC Government employees with at least five years of continuous government service are eligible. Nominations are welcomed from all citizens, community and business organizations, and District employees. Self-nominations are also encouraged.

National Association of Counties (NACo) Awards

To recognize the creativity and imagination of counties, the National Association of Counties presents a number of awards each year to county officials, their employees and the counties themselves.

  • Achievement Awards: Begun in 1970, the annual Achievement Award Program is a non-competitive awards program which seeks to recognize innovative county government programs called County Model Programs.
  • Award for Excellence: Through sponsorship by the Aetna U.S. Healthcare, the National Organization on Disability (NOD) has provided NACo with funds to present a $1,000 cash award to a NACo member county whose outstanding program or project enhances the ability of people with disabilities to participate in the processes, programs, and activities of county government.
  • Awards for Excellence in Community Collaboration for Children and Youth: to communities that have developed exemplary local collaborations for children and youth
  • Joe Cooney Awards for Innovative Excellence in Workforce Development: to an individual staff person in a workforce development or related organization who has made a substantial contribution to employment and training-working below top agency management
  • County Arts and Culture Awards Program: to recognize county governments that have taken innovative approaches to integrate the arts into county policies, strategies and community partnerships
  • Multicultural Diversity Awards: to recognize county governments for their effort to promote understanding of cultural differences within the community and the county workforce
  • Workforce Development Awards of Excellence: for exemplary employment and training programs
  • Workforce Development Distinguished Service Award: to recognize an elected county official who has made outstanding contributions to the employment and training field

National Association of State Information Resource Executives (NASIRE) Recognition Awards Program

NASIRE honors outstanding achievements in the field of information technology through its Recognition Awards Program. Emphasis is placed on recognizing those information technology initiatives which best assist government officials in innovatively executing their duties and providing cost-effective service to citizens.

National League of Cities Awards for Municipal Excellence

This program is cosponsored by NLC and CH2M HILL, an engineering consulting firm, and showcases outstanding city and town programs that improve the quality of life in America’s communities. Nominated programs are judged on whether they exhibit some of the following: successful public-private partnership ventures; productive citizen and community collaborations; effective management of municipal resources (public or private); innovative government policies; project implementation with tangible results; degree to which the program is innovative; success of the local government in implementing the program; and/or the extent of the measurable benefit for the general community and local government. National Public Service Awards
The American Society for Public Administration (ASPA) and the National Academy of Public Administration (NAPA) proudly established the National Public Service Awards (NPSA) to honor individuals who make outstanding contributions to the public service. The National Public Service Awards Program recognizes individuals who exhibit the highest standards of excellence, dedication, and accomplishment over a sustained period of time and who are creative and highly skilled career managers at all levels of the public service. Nominations are due in the fall. ASPA and NAPA present the awards at ASPA's Annual National Conference.

Presidential Rank Awards

Each year, the U.S. Federal government recognizes and celebrates a small group of career Senior Executives with the Presidential Rank Award. Winners of this prestigious award have demonstrated their ability to lead a Government that delivers great service, fosters partnerships and community solutions to achieve results, and continuously pushes itself to get the job done more effectively and efficiently. There are two categories of awards, Distinguished Executives and Meritorious Executives. Award winners are chosen through a rigorous selection process.

Public Service Excellence Awards

Each year the Public Employees Roundtable (PER) presents these awards at a Breakfast of Champions during Public Service Recognition Week (1st week of May each year). Award categories include: federal, state, city, county, intergovernmental, international and community service. Because teamwork is an important part of PER's focus, only programs involving two or more employees are considered. Nominations are due in January.

Recognizing Excellence: The Service to America Medals

To pay tribute to the dedicated employees in the federal workforce and to send a powerful message to the American people about the importance of the civil service, the Partnership for Public Service, Government Executive, National Journal and The Atlantic Monthly have created a prestigious national awards program called the Service to America Medals. Awardees will be announced annually in September and honored at a gala awards ceremony in the nation's capitol. Awardees will receive a significant monetary award ($3,000-$10,000) and be profiled in Government Executive, The Atlantic Monthly and National Journal. Award categories include:

  • Federal Employee of the Year Medal
    This medal will recognize the nominee who exemplifies the best and brightest of the federal workforce.

  • Career Achievement Medal
    This medal will recognize the nominee who demonstrates lifetime achievement in public service.

  • Call to Service Medal
    This medal will recognize the nominee who has made a significant contribution to the country as a recent entrant to the federal workforce.


  • Heroes of September 11th Medal
    This medal will recognize a nominee who has made a significant contribution during or after the events of September 11th.


  • Medals recognizing achievement in specific government fields
    Several medals will recognize nominees who have demonstrated significant accomplishment within a particular government field (e.g., education, health, space, national security, commerce, environment, etc.)

Steve Gold Award

The Steve Gold Award recognizes a person who has made a significant contribution to public financial management in the field of intergovernmental relations and state and local finance. The award is given annually by the Association for Public Policy Analysis and Management (APPAM), the National Conference of State Legislatures, and the National Tax Association, in memory of Steve Gold, an active member of all three organizations.
