Section for International and Comparative Administration (SICA)
The Fred Riggs Award was established by SICA in 1985 to recognize those who have made significant, substantial, and widely recognized contributions to the conceptual, theoretical, or operational development of international, comparative, or development administration. The award is named in honor of Fred Riggs, a pioneer in these fields and a founder of the section. The award is made annually at the section's Business Meeting, held in conjunction with ASPA's annual conference.

The David Gould ASPA Conference Scholarship is named in memory of David Gould, Ph.D., a former SICA member and long-time professor of Public Administration at the University of Pittsburgh. Gould was among those killed in the bombing of Pan AM 103 over Lockerbie, Scotland, on December 21, 1998. The scholarships are presented to graduate students in the fields of public administration, public policy, and international development.

Three winners will receive $500 stipends to help defray travel and lodging costs for the ASPA National Conference, as well as free registration for the Ferrel Heady Roundtable. Winners will also receive reduced registration fees to the conference. The 2006 Conference is being held March 31-April 4, in Denver, Colorado. Gould Scholars must attend to claim their awards.

To apply a candidate must submit a cover letter, resume, nomination letter from a major professor or academic advisor and an essay addressing the topic: "What roles do international, comparative public administration professionals play in a post-9-11 world?"

For more information on application requirements please contact Ms. Jamie Langlie, Jamie@langlie.com.
