SPALR Awards

Presented by: The Section on Personnel Administration and Labor Relations (SPALR) of the American Society for Public Administration (ASPA)

The Section on Personnel Administration and Labor Relations is seeking nominations for the three awards listed below. The awards will be presented during the SPALR business meeting at the 2017 ASPA Annual Conference in Atlanta, March 17-21, 2017.

1. SPALR Outstanding Scholar Award
This award recognizes individuals who have demonstrated an exemplary record of research, teaching and service in public human resource management.

2. SPALR Outstanding Practitioner Award
This award recognizes human resource management practitioners who have made an outstanding contribution to an organization or organizations throughout their career in public service.

3. SPALR Book Award
This award recognizes an outstanding book in the field of public human resource management published between 2014 and 2016.

Eligibility
Nominators must be current members of The Section on Personnel Administration and Labor Relations (SPALR). Candidates who are not SPALR members can be nominated but must join SPALR if awarded.

Nomination Requirements
Nominations must include a letter stating the basis for the nomination. The letter must include a listing of the applicable achievements of the candidate (or the book) and stating the reasons that he or she (or it) is uniquely qualified to receive the award. Although not required, additional letters of support are welcome.

Deadline
The deadline for all award submissions has been extended to Feb. 13, 2017. All required nomination information must be submitted by that time.

SPALR Dissertation Award

The purpose of the award is to support dissertation research being performed by Ph.D. candidates in the area of public/non-profit human resource management. The award of $500 is designed to support research that is in progress, as opposed to a completed dissertation.

The award will be presented during the SPALR business meeting at the 2017 ASPA Annual Conference in Atlanta, March 17-21, 2017.

Application
Application MUST Include:
  1. A brief overview of their dissertation research, including a discussion of how the award would be used to support data collection, etc. (maximum of 5 pages, double-spaced)
  2. A letter from the faculty chair of the dissertation committee authenticating that the applicant has an approved dissertation prospectus, or the equivalent.  Note: The overview document and letter can be submitted separately, however both must be received by January 16, 2017.
Assessment of Application will be:
  • Based on the following criteria:
    • It is a project focused clearly on public and/or non-profit HRM
    • The project is of a nature that would be appropriate for publication in the Review of Public Personnel Administration (ROPPA)
    • Note: receipt of the award does not guarantee a publication in ROPPA.
  • Reviewed by a committee consisting of members of SPALR (reviewers will recuse themselves from considering an application from a student at their employing university).

Submission
