A message from ASPA President John Bartle

President's Perch, September 2026

ASPA and the World

As the oldest and largest public administration society in the world, ASPA is well respected by our sister associations in other countries. You see that at our conferences, where one-third of our attendees hail from outside the United States; in our six region- or comparative-based Sections; and in our journals, including Public Administration Review, where the majority of its readership is based in countries other than the United States.

We have agreements with other national and multinational societies such as the International Institute of Administrative Sciences (IIAS), L'Association International de Recherche en Management Public (AIRMAP), Korean Association for Public Administration (KAPA), Regional Hub for Civil Service, Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), and Institute of Public Administration Australia (IPAA). These relationships extend further beyond MOUs through strong partnerships like the European Network for Public Administration and El Centro Latinoamericano de Administracion para el Desarrollo (CLAD), among others.

One of our strongest relationships, with the European Group for Public Administration (EGPA), has produced the Transatlantic Dialogue, now entering its 22nd year. Held in alternate years between a European nation and the United States, this year's edition took place in conjunction with the EGPA conference in Rome. We are delighted that the 2027 edition will be held simultaneously at our annual conference in New Orleans. Thanks to the terrific efforts of our US-based organizers, the Biden School at the University of Delaware led by Dean Joe Trainor, we soon will issue the call for proposals.

We are equally pleased to initiate a new agreement next month in Singapore with the Association for Asian Public Administration (AAPA). And, while Puerto Rico is a US territory, we will sign an agreement with the Asociacion de Administracion Publica de Puerto Rico (ADPUPR) in San Juan. These agreements have the potential to stimulate dialogue and sharing of best practices through conference attendance, webinars, student activities, scholarships, publication exchanges and opportunities for publishing.

The world is getting smaller and the study and practice of public administration needs to become more aware of the similarities and differences across nations. The goal is not to export American public administration across the globe, but to improve our understanding of what works and doesn't work from one place to another, and why. These agreements should open doors for ASPA members to make international connections, which can lead to opportunities we have not yet imagined. It will help us achieve our mission to advance the practice and teaching of public administration throughout the world.

John Bartle
ASPA President (2025-2027)
