ASPA Announces Establishment of Stillman Research Award
Award to Recognize Excellence in Research among Early- to Mid-Career Scholars

October 15, 2026, Washington, DC—The American Society for Public Administration (ASPA) proudly announces the establishment of the Stillman Research Award, filling a longstanding gap in public administration research: the dissemination, promotion and visibility of high-quality research conducted by early- to mid-career scholars.

The award is made possible through the generosity of ASPA life member Richard Stillman, professor emeritus in the School of Public Affairs at the University of Colorado Denver. A former editor-in-chief of Public Administration Review and recipient of ASPA’s Dwight Waldo Award, Stillman recently authored Preface to Public Administration: Its Study, Scope, and Substance, The Foundations of Public Administration (edited with Jos Raadschelders) and Dwight Waldo: Administrative Theorist for Our Times.

This award creates unprecedented, visible pathways for emerging scholars to present their work to the broader public service field. The recipient will present the Stillman Research Lecture at ASPA’s Annual Conference, receive a cash prize and conference travel support, and promote their research through ASPA’s broad-based communications and publications channels.

"The Stillman Award responds to a core imperative for our field: To do more to support its emerging generation of professionals spanning both academia and practice," ASPA Executive Director and CEO Bill Shields said. "This means recognizing top research and getting it into the hands of those who can use it to serve the public effectively."

One emerging scholar may receive the award annually, based on broad-reaching, impactful research that has practical and theoretical consequences for the public administration field. Candidates must be under the age of 40 and may come from any sector. The unifying standard is the research’s service and benefit to the broader public welfare.

This award also creates a graduate scholar awardee, selected from each year’s Founders' Fellows applicant pool, who will be paired with the research awardee for a year-long mentor/mentee relationship.

"Working with Richard to create this award has been a gratifying experience as we look toward making this one of ASPA's most visible and enduring contributions to the profession," said Shields. "It shows that ASPA invests seriously in the researchers who will define public administration’s next generation. We are proud to play this role and partner with Richard for this enduring legacy."
